Commissioning proves that a newly installed UPS works as designed before it carries the critical load: start-up to the maker's procedure, functional checks of every operating mode, a load test, battery checks, and a handover file with the results.
It proves that the installed system, not just the UPS on its own, does what the design says: it starts, transfers, carries the load at its rating, runs on battery, returns to normal, and alarms when it should. ASCO's load bank paper describes acceptance and commissioning testing as verifying that a new system will perform as designed, and for a UPS the question is its ability to perform at differing power outputs and for how long.

Whoever the maker's warranty requires. Makers tie the warranty to an approved start-up: Eaton, for example, defines start-up of its 93PM and 9395 families as performed by an Eaton Customer Service Engineer or agent, and starts the parts warranty from that date. Read the warranty terms before booking the installation, and plan commissioning around the start-up, not instead of it. Electrical work also needs its permits: in Ontario, the Electrical Safety Authority says almost all electrical work requires a notification of work.
With the UPS output on a load bank before the critical load is connected, at the steps the maker's method sets; Eaton's UPS method runs 50% load for one hour and 100% for 3 hours, then a short battery discharge and repeated transfers. Some large UPS can test themselves: Vertiv's safe capacity test circulates power inside the Liebert Trinergy Cube and EXL S1 during start-up and commissioning, without an external load bank. New batteries need care before a discharge: C&D calls for a freshening charge and a float period before a load test within its stated window. Details in load bank testing.
